HAL refuses to run

Hi

having trouble getting hal running on a modified debian sarge machine.

Kernel is 2.6.18.2 and I have udev, hal and dbus installed. Have in fact 
force re-installed hal and dbus.

if I force stop and restart using the following:

sudo /etc/init.d/dbus-1 stop
sudo /etc/init.d/dbus-1 start

dbus restarts ok but not hal

Can anyone help? Have tried a lot of googling to no avail.
