I beg to differ... I'm not sure why on earth a user would want to
configure advanced stuff like sched values, when only a handful of
people of the planet understand what it actually does.

You've got to think. Does SchedPowerSave make sense on OSX and Solaris?
SetBrightness does as it's an abstract command, as too is
SetLowPowerMode but if you start putting specifics like this in HAL then
we'll have a method to tweak every sysfs value which is not what we
want.
