USB mouse and keyboard not working after thaw but they work after resume

debian testing running HAL package version 0.5.9.1
suspend/resume works well
hibernate / thaw almost works: the screen and network resume, but my usb
keyboard and mouse don't work. My optical mouse loses power after the
disk image is read back. 
I can ssh in to the machine. modprobe shows that the usb modules are all
loaded. restarting hald makes no difference. I don't see any error
messages in the log files. 

It's a desktop pc.  

I've run out of ideas to solve this myself.
