"if the distro configured suspend and the installed packages or the admin
 thinks that it will work, then return true, otherwise return false".

IMHO.

This would also probably mean that the pm-is-supported part of pm-utils is
somewhat distro-specific, but that is fine, we all have to patch the suspend
part of pm-utils anyway to get some functionality right now.
