like every program that wants to access the modem device. Any kind of
SMS application, phonebook application or whatever. Applications like
Vodafone Connection Manager, gnokii and all the KDE ones come to my
mind.

Besides the modem part, this also distinguishes the modem from the
non-modem serial port of most UMTS cards. So application like BitPim and
others that try to make the non-modem part work can use this
information, too.

And not talking about embedded devices where you don't have an UI and
where NetworkManager doesn't manage the networks.

These kind of information clearly belong into hal-info.
