I believe this so called performance concern in this case is a red
herring; we're talking about hundreds of bytes and tens of milliseconds
here; hardly something that shows up on any radar.

We have mechanisms to manipulate input.keymap.data (which is typically
set in fdi/information/10freedesktop/30-keymap*.fdi) the way we want
before it's used (in fdi/policy/10osvendor/10-keymap.fdi).
