hal fdi issue

I add the next line to /usr/share/hal/fdi/policy/10osvendor/10-test.fdi 
and test the hal.

<device>
<match key="info.udi" string="/org/freedesktop/Hal/devices/computer">
<append key="system.hardware.vendor" type="string">Lemote</append>
<append key="system.hardware.version" type="string">YeeLoong 8.9</append>
</match>
</device>
</deviceinfo>
then I run the /etc/init.d/hal stop and /etc/init.d/hal start
so. lshal can get the information about Lemote.
but when I delete the file.
and run the /etc/init.d/hal stop and /etc/init.d/hal start
the information about Lemote is only exists.

WHY?
