So, to make the process of improving the shaper more objective and help teach
me how to review patches, can you point me to any documentation in Unicode or
other references that explains this?

Humm.  I think I know what the problem is, and I'm planning to handle it a bit
differently.  Let me finish work on the test suite so we can import test cases
first, then I can implement Rakaar and other Ra handling and get to this case too.
