true. but I'd rather not carry code that we don't use. the current
HAVE_DOXYGEN handling is simple, having a macro means we need to keep it in
sync with other incarnations of that macro, etc. it's on the list, so if we
do need a specific version searching the archives is likely less time than
maintaining a macro we don't use for it's main purpose.
