No, that is not a known bug. YouTube works fine for me (on Fedora 23 with
DRI2). Bug reports on bugzilla.webkit.org would be welcome (prefix the title
with [GStreamer] and select component: Media Elements).
I have never seen Vimeo work before though; it seems to require an encumbered
codec.</pre>
