drm/i915: quirk no PCH_PWM_ENABLE for Dell XPS13 backlight

This updated version of the XPS13 backlight quirk patch restricts its effect to
the SandyBridge model only (the quirk breaks the IvyBridge, which didn't need
it after all).  For reference, Ubuntu Raring's 3.8 kernel now includes this
patch.
