<pre>The oddity here appears to stem from a failed modeset (ERROR cannot find plls)
which leaves the bookkeeping thinking the pipe is active, but in reality (as
shown by check_state) the hardware is really inactive.
It would be easier if the pipe warnings mentioned which pipe is in error.</pre>
