That's similar behavior to what I saw when the PHYs weren't coming up on VLV. I'd like to see the results of the two patches I've attached. The first one is an updated, cleaned up version of the patch I sent previously. The second one changes check_link_status() such that we don't try and configure the link when it's in a disconnected state.
