Replug HDMI/DP cable does not light up screen sometimes, which is quite easy to
reproduce when boots without eDP.
==Reproduce steps==
----------------------------
1. Boot without eDP
2. Plug in DP or HDMI cable
3. Check the monitor
4. Unplug the cable
5. Repeast step 2-4, sometime the monitor is black.</pre>
