rate without HBR2/TPS3 support
The display reports it has DPCD rev 1.2, and supports max link rate of 5.4 Gbps
per lane i.e. HBR2. However, it reports it does not support TPS3, even though
that support is mandatory for downstream devices that support HBR2.
