Here's a pair of patches I was thinking about for cutting back on BO usage
after we've hit the high watermark.  I'm not really happy with it: How do we
want to handle getting objects freed from other buckets than the one being
allocated from?  How do we want to get objects freed when a DRI app goes idle
after doing rendering?  I'm not sure.

I've tested them for not regressing performance significantly, but haven't
shown any actual improvements.  I didn't come up with a decent reproducible
testcase for BO memory usage by the X Server today, but maybe others on the
list have some case they care about.
