draft of qmidev.h for libqmi

Hi.

I'm starting to put together what will (hopefully eventually) become
libqmi.  I've sketched out an external API for libqmi, based on the
subset of the existing SDK that Chrome OS's gobi-cromo-plugin uses.
The header file is attached, and also up for review in our Gerrit at
https://gerrit.chromium.org/gerrit/#change,16727.

Feedback would be greatly appreciated, either on the list or on Gerrit.
