ec25 support

Hello Alex,

I am using libqmi 1.10.2 for the lte modem EC25 and it was working great. I
tried to use the binary from Debian 9 (1.16.2) and that one didn't go so
well. Most of the functions work but the main one "--wds-start-network"
sends a CallFailed. I tried compiling 1.20.0 and got the same results.

Could you point me in the general direction to correct this?
