Is it necessary to install "Microsoft Visual C++ 2008 Redistributable - x86
9.0.30729.17" even if it's already installed? Can it be checked if the library
is already present?

Always reproducible on Win2000 SP4:
- Start LO 3.3.0rc2 installer.
- After decompression you can see that VC++ 2008 get automatically installed.
- The LO setup wizard starts waiting for you to press "Next".
- Click "Cancel".
- Restart from step1 or by clicking in the setup.exe inside the setup folder.
- Watch VC++ 2008 reinstalling again.
