Thank you. I did not see this option at first, because:

These commands can only be accessed after you enable support for Asian
languages in Tools - Options - Language Settings - Languages.

Aligns the vertical ruler with the right border.

This indeed places the vertical ruler on the right side and the scrollbar on
the left in Writer. What I meant, though, was a global setting that works in
all LibreOffice applications and for all widgets. Of course, this could mean a
lot of work for a not-so-important-but-nice-to-have feature.
