I can reproduce it only when using LibreOffice's own file picker dialog.  But
at this point there is little reason why the users should still be using this
dialog.  Using Windows' own dialog, the default location is much saner.

You can select to use Windows' own dialog by Tools -> Options -> LibreOffice ->
General, and under Open/Save dialogs uncheck "Use LibreOffice dialogs" (or one
that sounds like it in Italian).

I personally don't see it as a bug.
