On LibreOffice 3.4.2 
OOO340m1 (Build:203)
even files opened on version 3.3.2 whithout a hitch show now unrecognized chars
(as if an Excel file was necessarily tied to cp1252).
I think this is a in internal Calc bug, because when I open csv files assigning
a proper charset (checked in the provided preview), when opened they show
unrecognized chars and wrong assignements.
