thanks, clear now.
I thought you meant the separating line, boundary, but you talk about a line
set as boarder. Sorry for my misunderstanding

I see on 3.4.2 on Ubuntu that is is indeed barely visible with a width < 1.0
pt.
However, when turning off the text boundaries (View > Text boundaries) the line
 boarder is visible very well.

Also I see some improvement in 35master, where some work is ongoing on
header/footer visibility.
Therefore I take the freedom to assign this one to Cédric..
