Several test versions :

OOo 3.2.1 : no page breaks visible before sheet insertion
OOo 3.3.0 : no page breaks visible before sheet insertion
OOo 3.4-dev : no page breaks visible before sheet insertion
NeoOffice 3.2 patch 5 : no page breaks visible before sheet insertion
LibreOffice 3.3.4 : no page breaks visible before sheet insertion
LibreOffice 3.4.2 : no page breaks visible before sheet insertion

Errm, so I'm not really sure what your problem is, as I can not even reproduce
the default starting point, i.e. a document containing page breaks after a
document is created from the template file.
