[Reproducible] with "LibreOffice 3.4.3 RC2 - WIN7 Home Premium (64bit) German
UI [OOO340m1 (Build:302)]" and reporter's sample document.


'D6' should have 2 conditions:
 1) If value bigger than 'C6' then show format "Excel_CondFormat_1_2_1"
 2) If value smaller than 'C6' then show format "Excel_CondFormat_1_1_1"(?)

In sample document only condition 1 is visible 
If you change value in D6 to 2000 you see that Condition 1 works

D6 is red opening sample document with MS EXCEL Viewer and EXCEL 2010, so those
programs recognize second condition and it seems not to be a damaged document
problem.

Still reproducible with server installation of Master "LibO-dev 3.5.0 – WIN7
Home Premium (64bit) English UI [(Build ID: a6adae1-4eb4f62-09af278)]"

None of the .xls file type selections heals the problem

Also a problem with LibO 3.3.3 Portable and OOo 3.1.1, so problem seems to be
inherited from OOo.

No problem when I save an own document with 2 conditions as .xls
