WINDOWS 7 & VISTA ONLY (maybe xp)

When I open a .csv file, the popup dialog does not appear to the front if any
program (calc, draw, writer, ...) IS ALREADY RUNNING.

When you switch to the libreoffice window, the modal popup appears.

If instead libreoffice is closed, the popup appears to the front.
