I am not sure whether I understand reporter's problem. and can't see any
blocker.

You have unchecked 'Tools -> Options -> LibO -> General - Open/Save Dialogs -
Use LibO dialogs?
If yes, Please attach commented screenshots comparing WIN open/save dialog of
LibO comparing it with dialogs from other programs. 
You are using XP?
