Simple spreadsheet to illustrate the problem.  Cells A1 to C1.

A sample ODS is attached to illustrate the problem.

A formula testing another cell that contains an =IF that resolves to "" returns
#VALUE instead of the correct result.  

Works as expected in 3.3.  Fails in 3.4RC2.
