The error message :
Error:element "manifest:manifest" is missing "version" attribute
indicates that the file created by LibreOffice is indeed not a valid ODF file.

(I got to this bug report since I was just going to file this with respect to a
spreadsheet file.)

ODF1.2 is very clear about the need for the "version" attribute. Without a
version attribute here a consumer has to assume that it is a version 1.0
manifest which does not fit the remainder of the file.
