That is what I thought was the case. But actually, I was wrong. The wording of
Windows' language vs kb layout stuff isn't the clearest. Glad you made me write
out the reproduction stuff so I had to methodically think through it ;)

Still, the fact that a document's locale is changed according to that of the
operating system seems bad to me (it's only for newly inserted text, mind). If
I'm sent a French document to make a few changes to, it shouldn't matter that
Windows considers me as working in English.

So to be specific, I am talking about changing the language from that dialog,
not the keyboard.
