Utter nonsense. I.e. the autogenerated 'configure' wrapper is _a_ way to call
configure - instead of calling 'configure' manually and instead of copy-pasting
the environment settings and command line I am _attaching_ a file which does it
for me thus saving from doing unneeded work with my head and finger.

If I have to explain you such elementary things I am not surprised your build
environment doesn't work.
