Sample document - see top of page 2 for demonstration of the problem.

Adding a "Set page variable" to a page should reset page numbering, but it has
no effect.

I'm trying to set roman numbering in the leading pages of my document and then
start to body on page 1. 

I create a multi-page document with the first page style "First Page" and the
remainder "Default".

I add footers to all pages and insert the Page Number field.

I add a "Set page variable" to the top of the second page. But the page number
in the footer remains "2".

I insert a "Show page variable" to the page and it displays "1".

Adding headings to pages 2 and 3 and a table of contents to the first page, I
see the ToC reflects the page numbers of the footers, rather than those I see
with "Show page variable".

The attached sample is the document I've been working on with 3 debug lines
I've added at the top of page 2.
