Hmm, I see that many people asked for fixing the bug

I think that it is a good candidate for most annoying bugs and I am going to
nominate it.

On the other hand, it is a very old bug. Nobody was able to fix it within last
8 years. There exists workarounds. They are ugly but:

1. Don't use master documents.  Cross-references within and between chapters
for Illustrations and Tables don't work.

2. Reword cross-references.  Instead of writing "See Illustration 3.14", write
"See the illustration below" or "See the second table from the bottom two pages
back".

=> it can't block the release => lovering severity
