After successfully setting conditional formatting on a range of cells, the
cells are correctly formatted and the new format style is saved.  But when the
file is saved, closed and then reopened, the conditional formatting disappears
from the cells even though the conditional formatting style is still defined
and can be used to again apply to the cells.
