Aha, I got it!
Step to reproduce:
1. Drag your formatting toolbar to the right (or left) end of the window until
it snap vertically, as in attachment.
2. Note the 'Font size' button, circled in attachment.
3. While not select any text, click it.
Expected: I'm not sure what to expect [1], but ...
Actual: Nothing happen
4. Selecting some text in the document, and click it.
Expected: There should be some way to adjust font size
Actual: Nothing happen
CONFIRMED with LibreOffice 3.4.3 OOO340m1 (Build:302) Windows XP
[1] Because in horizontal toolbar, it is the drop-down list of font size. And
for 'Font name' in vertical toolbar, it is the 'Character' dialog like when you
select Format > Character, which doesn't as same as drop-down list of font name
in horizontal toolbar.
