Currently localized help packs for LibO protable are not supported. There are
some workarounds with copa / paste help contents from installed LibO, but
that's unsatisfactory for no-nerd-users and does not work well (often
particular help functions like help are broken)

We need proved workarounds in the multilingual wiki and may be official support
for the future. Imho the current Help pack concept is very inflexible and
complicated, handling that as Extensions would solve many problems.
