I can not edit or add a new filter condition directly to the navigator without
first having entered a condition in one of the fields of the FormFilter. If
this is the expected behaviour, as indicated in the tooltip, then yes, that
works.

However, when you do this, a new "Or" condition is created in the tree
hierarchy of filter conditions. I can not edit this second condition directly,
ie. by double-clicking on it, or by calling up its context menu, which only
gives me the option to Delete (and which in fact does nothing).

So, the conclusion is that you can only edit a condition in the Filter
Navigator
after you have entered a condition in the FormFilter for each and every field
that you want to set a condition for.
