I did a server installation of 3.5.3RC1, modified bootstrap.ini to
"UserInstallation=$ORIGIN/../Data/settings", launched LibO from WIN file
Explorer.

NOT REPROCUCIBLE with server installation of "LibreOffice 3.5.3.1 (RC1) ENGLISH
UI / German Locale [Build-ID: 21cb047-d7e6025-9ba54fc-b4a51a8-f42372b] on
German WIN7 Home Premium (64bit), after first launch I found
C:\LibO353RC1\Data\settings\user\config with contents.

The problem might be related to very special circumstances on reporter's PC.
