Two hints:

You have reinstalled LO. Mostly the problem isn't in the program-folder of LO.
It's in the user-folder.
There must be a folder libreoffice/3/user in your personal folder under windows
- I have no windows, so I can not describe the path to the folder. When you
have found this folder rename it. Next start of LO it will be created new. All
the user-data must be created new by you (Firstname, Lastname ...)

Could it be, that you have installed Java 7? There are reported problems with
Java 7 under Windows. Have a look here:
