On pc Debian x86-64, with master sources and 3.6, both updated today, I
reproduced partly.
Only 2 csv options appeared for text (Text and Text encoded).
Then a dialog box proposed to save in Text Format or ODF Format. I used Text
Format. I had a text file named with csv suffix.

However I can open a txt file normally with Writer.

Noticed this log for 3.6 and master:

ReferToFilterEntry::operator(): already have an element for this name!
