[Reproducible] with "LibreOffice 3.5.0 German UI/Locale [Build-ID:
7e68ba2-a744ebf-1f241b7-c506db1-7d53735] on German WIN7 Home Premium (64bit) 

Works fine with "LibreOffice 3.5.0 RC2 German UI/Locale [Build-ID:
e371a95-bf68a13-5a1aa2b-d3c1ae9-b938258] on German WIN7 Home Premium (64bit),
here I get message "Updates available" and clicking the download link leads to
<http://de.libreoffice.org/download/> for my German version

I did not see the menu item in  "LOdev 3.6.0alpha0+  English UI/Locale [Build
ID: aa7e105-b2dd236-9eed775-d06f752-4dba2d1 (libreoffice-3-5-branch-point)]" 
{Win-x86 at 9-Voreppe Win32 pull time 2012-02-14 16:17:23}. OS: German WIN7 Home
Premium (64bit)  ?!
