It seems that the reported problem is that reporter expects heading " 1.2
Section 2" to be on page 1, but that expectation seems wrong, Style "Heading 2"
in Tab 'Text Flow -> Breaks' Shows "Insert - Page Break - Before". So there is
no bug.

"1.1 Section 1" is not shown on a separate page because of some direct
formatting (I did not find out what), if you do menu 'Format -> Clear direct
formatting' a page break will be inserted before the heading as expected. 

There IS a page break listed in the Styles dialog!

So not a bug, INVALID!

"That" heading? "the line"? Your document contains several headings and lines.
Please contribute a clear description what your problem is in bug reports. 
Please feel free to reopen this report if you can contribute evidence that
there is a real bug with this "Heading 2" problem.
