Bad style to have two bugs in one bug report. So re-titling.

Personally, I believe this is a 'wontfix' - creating and uploading 100Mb * 100
languages is 10Gb per architecture, and is a huge amount of wasted bandwidth.

Also - there is a lot of wasteage in the current 200Mb package size. Instead we
should shrink that by attacking the wasteage.

eg. there are a chunk of translated files used by the wizards that are
pointlessly duplicated per language currently.

There is a nice template of an analysis of this sort of thing in a spreadsheet
here:

We should refresh the analysis for LibreOffice 3.5 - and work at shrinking the
pointless wasteage.

That should be done before we even contemplate doing custom builds per
language.
