I see the behavior described in the comment 2 also with LO-3.4. I mean that it
behaves as requested by this bug and honors the current format.

I like this behavior. I do not see any bug report about it => people probably
like it.

=> we should just fix the "Always save as" option. I would rename it to
"Default save as" and update help to describe the current behavior.

Christoph, Thorsten, any complains?
