spacing to borders is inactive

Hi All,

LO:  3.5.4.2  Windows and Linux

Spacing to contents is inactive (grayed out).   Would you please fix this?

I am setting this to "Major" as I have a customer who is blocked in her attempt
to migrate all her business' operations manuals from Open Office.  (OOo has
been removed from her company computers.  It is too buggy.)

To reproduce:

1) open Write, create a new documents.

2) go to Format, paragraph, borders.

3) observe the "Spacing to Contents" is inactive (greyed out).  Also observe
that the spacing value is set to 0.0, which is incorrect.  The actual spacing
is typically 0.5.
