Since these settings are per Windows user account (
javasettings_Windows_x86.xml in the Config folder, and also in the
registrysettings.xcu in the User folder ) checked possibility that they had
been recorded into the Administrator account during installation.

They are not, same lack of configuration of Assistive technology tools.
