Problem description: 
LOO default UI langauge is EN US, but should be EN GB as default built-in help
language is EN GB, because otherwise they are not paired authomatically - when
you install bult-in help, you should change UI language to EN US in order to
get access to it.

Steps to reproduce:
1. install LOO
2. install built in help as provided on the download section of the LOO website
http://www.libreoffice.org/download/
3. try to open help by F1 - redirected to web help
4. open Languages options, you will see UI language is EN US
5. change UI language to EN GB
6. click F! - you will get access to built in help topics

Current behavior:
as result installed default bult-in help doesn't work, unless you change UI
language to EN GB
Expected behavior:
default built in help should work with installed LOO with default setting
without re-configuration
