It seems this option is only enabled if a Border is actually displayed (by
default, no Borders are displayed). If you click one of the other options under
"line arrangement", the "spacing to borders" options are enabled.

I'm guessing this is by design. If so, there may be other ways to achieve what
you want; perhaps by using a combination of margins and line spacing? (FYI: I
am a very basic user of Writer)
