I see the effect, but IMHO Detective works correct.
I open reporter's sample document and see the red mark around C4, but not
around C3
a) Validity criteria for both cells is "integer" between -100 and 100
b) Contents of C3 = 2/1 = 2 is valid
c) Contents of C4 = 3/2 = 1,5 is INvalid
Because of formatting "0 decimals" no decimals are shown, but contents
of C4 is not an integer
d) situation changes when in Tools -> Options -> Calc -> Calculate - Precision
as shown' will be checked. Then the circle around C4 will no longer appear,
because now C4 IS an integer number
I did my tests with Server Installation of "LibreOffice 3.6.0.2 rc German
UI/Locale [Build-ID: 815c576] on German WIN7 Home Premium (64bit)

Can you help with some clarification? If you think that a mark as invalid is
wrong, please substantiate your point of view for that particular cell.
