Problem description: 

Steps to reproduce:
1. begin using outline format
2. change outline formats, or not
3. continue building outline

Current behavior:  Outlining changes without warning and without option to fix.
The first character of a new line may suddenly indent several tab stops in from
the letter, number, or bullet. This is usually peculiar to that level in the
outline. Which level is effected varies with the outline style selected.  Also,
a new line may set its number/letter/bullet at a set indent for so long, and
then afterward set it at the zero point.  Again, independent of user control.
